SHAH ALAM, Dec 19 — Proposals to extend operating hours for selected business activities in Petaling Jaya have been postponed pending approval and further consideration by the state government.

This follows the Petaling Jaya City Council's (MBPJ) announcement of general improvements to applications and new guidelines.

The proposal to extend operating hours for entertainment centres from 1am to 3am has been deferred because current regulations allow such extensions only in designated zones and five-star hotels.

Similarly, a proposal to extend the cyber centre operating hours from 12am to 3am has also been postponed. Under the existing by-laws, cyber centres may operate from 8am to 12am, with patrons under 12 allowed only until 10pm.

"The postponement is necessary to allow the state government to assess the implications of the proposed changes, particularly in relation to public order, community well-being, and regulatory enforcement.

"The proposals are part of a broader review involving several new recommendations and updated guidelines intended to strengthen governance, improve clarity for operators, and ensure balanced urban management," it said in a statement.

Additionally, high consultancy costs for planning permission applications at vehicle wash centres have led MBPJ to prepare a standardised plan manual, due in 2026, while low application rates for home-based online businesses will be addressed through the implementation of Selangor’s online business registration and licensing guidelines starting in January next year.

Issues involving vehicle workshops operating in commercial areas are also being reviewed, with the council engaging internal and external technical departments to refine permitted activities under the Petaling Jaya Local Plan.

It added that the employment of foreign workers under Micro Entrepreneur Licences remains prohibited under the current Selangor policy, with the matter deferred pending Federal consideration for policy alignment.

Meanwhile, existing fees for temporary advertising licences will be maintained, despite concerns about low rates and enforcement costs, at RM10 for bunting or service package posters and RM20 for promotional, sales, event, or programme banners.

MBPJ assures that these initiatives are aligned with the Sustainable Development Goals, particularly SDG 1 (No Poverty), SDG 8 (Decent Work and Economic Growth), SDG 10 (Reduced Inequalities), and SDG 11 (Sustainable Cities and Communities).
