SHAH ALAM, Sept 30 — The developer of the shop-house lots at the Kapar Industrial Park will be fined following a project that flooded dozens of homes in Taman Seri Kerayong.
State executive councillor for infrastructure and agriculture Dato' Izham Hashim said that besides being fined, the developer must take immediate action and provide a long-term solution to ensure a similar incident does not recur.
“The developer will be fined, but there must also be an immediate and long-term solution. If there are already problems at the initial stage, there will be even more problems in the future…that is why the issue must be resolved comprehensively.
“They must be fined because if they cause mud to accumulate, action has to be taken. But that alone is not enough to deter irresponsible developers from carrying out regular maintenance, resulting in drains becoming clogged with sediment and causing floods,” he said.
Izham was speaking to the media during the launch of the Selangor Road and Highway Strategic Plan 2026-2035 (JALUR Selangor) at the State Secretariat Building today, which was officiated by Menteri Besar Dato’ Seri Amirudin Shari.
On the approval of Planning Permission (PP), he said that objections can be raised if there are issues concerning the matter.
“When a developer submits the PP application, the technical departments will provide their comments…if it concerns flood mitigation, it is handled by the Irrigation and Drainage Department, while the drainage system falls under the local authorities and the sewerage system under IWK.
“If this matter was approved, there must be a rationale for it. If anyone is dissatisfied, they can lodge an objection.
"I will look into the actual issues behind the incident, as well as the approval for the placement of the treatment plant and the drainage system,” Izham said.
Meanwhile, the councillor has instructed Klang's Mayor and the Engineering Department to resolve the flooding issue residents faced on two occasions as a result of the project.
“Based on my assessment, I found that there was no proper drainage system in place during the construction works, resulting in mud and sediment accumulation. This is a major problem in construction management.
“We cannot take the usual approach, because even a short spell of rain can result in flooding that affects residents. I have called for immediate action and will personally go down to ensure that the drainage issue is resolved,” he said.
