KLANG, Sept 17 — The state government, through the Selangor Housing and Property Board (LPHS), is empowering strata communities’ management and well-being under three initiatives: CERIA, C-SMART, and Strata People’s Active Rejuvenation Komuniti (SPARK).
State executive councillor for housing and culture Datuk Borhan Aman Shah said these initiatives focus on repairs and maintenance, better governance, and the active involvement of strata residents.
“CERIA scheme focuses on the joint repair and maintenance of property, which directly affects buildings’ function and safety.
“C-SMART is an approach to strengthen joint management body (JMB) and management corporation (MC) capabilities with training on governance, finances, maintenance, conflict resolution, and compliance with the Strata Management Act 2013,” he said in his speech at the Selangor Strata Community Empowerment Initiatives Presentation Ceremony, held at Wyndham Acmar hotel here today.
“SPARK is a new incentive of the Sustainable Housing and Urban Development Permanent Committee in 2026 that focuses on efforts to rejuvenate shared spaces in apartment complexes by engaging the community.
“What we want isn’t just physical change; residents shouldn’t just be recipients, but also involved in deciding how shared spaces may be beautified, made use of, and well cared for,” he added.
Borhan also said the Strata Community Cooperation is also being executed as a way to listen to residents’ grievances and bring communities, JMBs and MCs closer to government agencies.
“In the field we have also heard various issues about roofs, lifts, water tanks, wiring, cleanliness, and shared facilities,” he added, expressing hope that each initiative can be made use of and catalyses more systematic management and more active resident participation, as well as boost neighbourliness and create safe, comfortable and harmonious residential environments.
