SHAH ALAM, July 31 — Applications for the Bantuan Kehidupan Sejahtera Selangor (BINGKAS) 3.0 programme are expected to open around September or October following several policy adjustments by the state government, with the initiative set to benefit approximately 30,000 recipients.
State executive councillor for women empowerment and social welfare Anfaal Saari said the application period, which was initially scheduled to begin around July, had been postponed to align the programme with several other state initiatives.
All applications must be submitted online, and applicants must provide supporting documents to verify eligibility before qualifying for the RM300 monthly assistance.
"Once applications open, the process will be the same as before and must be completed online because eligibility verification has to be carried out through the system.
"Applicants must submit the required supporting documents, including their identity card and proof that they are registered voters in Selangor. This time, we have made several adjustments in response to previous feedback.
"However, BINGKAS' objective remains unchanged: to assist those who need it most. May the RM300 monthly assistance for each recipient continue to help ease the financial burden on families," she told Media Selangor.
Anfaal added that the eligibility criterion for households earning below RM5,000 per month would remain unchanged, while existing recipients would be required to submit fresh applications, as approvals would not be granted automatically.
She said that every application will be assessed based on the applicant's current eligibility.
The councillor also advised the public to obtain information only through official SELCARE channels, as the state government agency is responsible for distributing assistance to BINGKAS' e-wallet via the SELangkah app, or via its official Facebook page, to avoid scams.
"Any official announcement must come from SELCARE's official Facebook page or my official Facebook page. Please do not be deceived or provide your personal information to any unauthorised party," Anfaal said.
BINGKAS is one of the 46 initiatives under the Iltizam Selangor Penyayang programme, introduced in 2022, which replaced the Kasih Ibu Smart Selangor (KISS) and KISS IT (Single Mothers) schemes.
Since last year, the programme's eligibility threshold has been expanded to households earning below RM5,000 per month, up from RM3,000, enabling more Selangor residents to benefit from the assistance.
