SHAH ALAM, April 27 — The state government is formulating a new direction for implementing the Bantuan Kehidupan Sejahtera Selangor (BINGKAS) initiative, including reviewing proposals to increase the number of recipients.

State executive councillor for women's empowerment and social welfare Anfaal Saari said doing so will strengthen implementation mechanisms and ensure that assistance reaches those who are truly eligible and in need.

The current phase, BINGKAS 2.0, will end in June, with the next phase expected to begin in July.

“Evaluations of policies, implementation mechanisms, and the effectiveness of the existing programme will be carried out to ensure assistance reaches those who are genuinely eligible and in need.

“Proposals to increase the number of beneficiaries will also be considered for future implementation,” she said.

Anfaal was speaking at the winding-up session of the motion of thanks for the royal address of the Sultan of Selangor during the Selangor State Legislative Assembly sitting today.

She also expressed full support for a proposal by Batu Tiga state assemblyman Danial Al-Rashid Haron to provide speech therapy services at every SELCARE Clinics.

“This is to ensure early intervention can be provided promptly, affordably, and accessibly, especially for children experiencing developmental delays,” Anfaal said.

The councillor noted that Danial's appointment as the Commonwealth Parliamentarians with Disabilities Regional Champion for Southeast Asia reflects Selangor and Malaysia’s capability in championing the rights and voices of persons with disabilities on the world stage.

BINGKAS is part of 46 initiatives under the Iltizam Selangor Penyayang introduced in 2022, replacing the previous Kasih Ibu Smart Selangor (KISS) and KISS IT (Single Mothers).

Since last year, the eligibility criteria for BINGKAS have also been relaxed to include households earning below RM5,000, compared to RM3,000 previously, allowing more people to benefit.
