State to expand Speed Selangor policy to more strategic developments

SHAH ALAM, Nov 24 — The state government plans to expand its Speed Selangor policy to cover additional strategic developments beyond industrial and commercial projects, said state executive councillor for investment, trade, and mobility Ng Sze Han. 

He said the initiative, introduced to expedite and streamline the development and business approval processes, currently prioritises projects like factories, warehouses, logistics facilities, private hospitals, universities, and standalone commercial buildings. 

Phase Two will be expanded to include other development types that meet strategic, high-impact criteria and can help drive Selangor’s socioeconomic development. 

“With Speed Selangor, the development approval period can be shortened, directly helping investors start their businesses faster, reduce costs, and address potential development issues,” Ng said during the question-and-answer session in the State Legislative Assembly today. 

He added that the policy, launched on October 8, is still in its early stages and that it is too early to assess its full effectiveness. The total approvals under the initiative also could not be revealed at this time. 

The state government would also establish Monitoring and Coordination Committees at every local authority to ensure the policy’s implementation is carried out in an orderly manner and in line with state guidelines.

Ng said that although no key performance indicators (KPIs) have been set at the initial stage, the committees are crucial to ensure the policy is implemented comprehensively.

“These committees will be responsible for monitoring compliance, identifying implementation issues and challenges, and submitting improvement proposals to the state-level committee regularly.

“At the state level, overall monitoring of the policy will be coordinated by the Selangor Implementation and Performance Monitoring Unit (Siap), under the Special Committee for High-Impact Project Monitoring,” he said.

Ng noted that the initiative is expected to generate immediate job opportunities for locals, spur economic spillover to surrounding businesses, and strengthen investor confidence through improved governance.

“The implementation of Speed Selangor will follow a systematic approach using the One Stop Centre (OSC) 3.0 Plus module,” he said, referring to the Federal government’s online system for managing and streamlining the approval process for property and construction development applications.
