SHAH ALAM, Nov 21 — The state government has agreed to declassify documents related to the Selangor Intelligent Parking (SIP) system from the Official Secrets Act 1972 (OSA), Menteri Besar Dato’ Seri Amirudin Shari announced today.

He said the matter was decided at the State Executive Council (MMKN) meeting two weeks ago, adding that it is common for documents related to certain projects to be protected under the OSA if they involve MMKN. 

"What happened was that when applicants submitted requests under the Freedom of Information (FOI) law, they were rejected because the documents were already classified under the OSA.

"We have reviewed all the documents, and two meetings ago, the state government instructed that these documents be declassified from the OSA so the public can access them," he said in his winding-up speech for the 2026 Selangor Budget during the State Legislative Assembly session today.

However, the documents containing contract details will remain classified, as they involve the business plans of the appointed concessionaire. 

"For the state government, we have no issue. However, the company has their business plans, which we cannot fully disclose. Apart from that, I am confident everything is above board and has gone through the proper processes,” Amirudin said. 

Previously, attempts, including those by residents' groups, to obtain details of the state's privatised parking system were rejected by the state government, citing the OSA. 

Selangor first announced plans for the SIP in July, with state executive councillor for local government and tourism, Dato' Ng Suee Lim, saying the move is aimed at increasing parking revenue, improving safety, and reducing reliance on manual enforcement. 

Three local authorities, including the Shah Alam City Council (MBSA), the Selayang Municipal Council (MPS) and the Subang Jaya City Council (MBSJ), adopted SIP on August 1 under an arrangement that would see 50 per cent of parking revenue goes to the appointed concessionaire, 40 per cent to the council, and 10 per cent to Rantaian Mesra, a Menteri Besar Selangor (Incorporated) subsidiary.

Another local council, the Petaling Jaya City Council (MBPJ), has postponed the implementation pending a complete review of the agreement with the SIP operators.

The Menteri Besar added that, based on data collected so far, SIP has proven effective in increasing parking revenue, with councils like MBSA and MPS seeing improvements since its adoption. 

"This means the total collection has increased while revenue for the respective councils remains intact.

"And this is not even at full force yet, as enforcement and additional measures have not been fully implemented,” he said.
