Selangor launches white paper to boost state’s global business services sector

KUALA LUMPUR, Oct 8 — The state government has launched a global business services (GBS) white paper to strengthen Selangor’s position in the sector, with plans to roll out a dedicated talent development programme next year.

State executive councillor for investment, trade, and mobility Ng Sze Han said the initiative, in collaboration with property management company Knight Frank and industry promotion body GBS Malaysia, aims to enhance Selangor’s capabilities and create a stronger ecosystem for companies.

“Many are not aware that Selangor is actually home to a large number of GBS companies. We would like to enhance our capabilities in providing GBS services,” he told Media Selangor.

He was speaking after witnessing the launch of the GBS white paper at the Selangor Investment and Industrial Park Expo (Spark) 2025, in conjunction with the Selangor International Business Summit (SIBS) at the Kuala Lumpur Convention Centre (KLCC) today.

GBS is a centralised, tech-driven support operation that streamlines business functions across a global organisation.

Ng added that addressing the talent gap in GBS remains the top priority, as the state is working on a specific programme to train young professionals in management and strategic thinking skills to meet market demand.

“We are still in discussion, but we will be having a talent development programme for GBS next year. It will be announced very soon, once it is ready,” he said.

The councillor noted that Selangor already offers world-class infrastructure and modern office spaces in areas like Sunway, Kota Damansara, and Sime Darby townships, which are ideal locations for GBS operations.

Ng said the state’s multilingual workforce is another key advantage, enabling it to serve both Eastern and Western markets effectively.
