Selangor plans wider neutering drive to tackle stray dog population

SHAH ALAM, Aug 19 — All local authorities (PBTs) in Selangor will be directed to set aside dedicated funds next year to expand neutering programmes as part of a more systematic effort to control the stray dog population.

State executive councillor for local government Dato' Ng Suee Lim said the move would be discussed at a local government-related meeting expected to be held in September or October.

“We will direct all PBTs to organise more neutering programmes and provide special allocations for this purpose.

“This is to ensure that the breeding of stray dogs can be reduced and controlled, and that the problem can eventually be addressed progressively,” he told Media Selangor when asked about measures to tackle the state's stray dog issue.

He said the programmes would be conducted more frequently through cooperation between local authorities, councillors, state assemblymen, non-governmental organisations (NGOs) and veterinarians.

Ng said the issue of stray animals, particularly stray dogs, was a challenge that required a more structured and comprehensive approach, taking into account both public safety and animal welfare.

He said standard operating procedures (SOPs) governing the handling of and enforcement involving stray animals also needed to be clarified to ensure that every action taken complied with established procedures and guidelines.

He said the cost of neutering a dog through private veterinary services could reach about RM150, but conducting the procedure in groups with the cooperation of veterinarians could potentially reduce the cost to about RM100 per dog.

“We need the support of the public, NGOs and all parties. With more systematic handling, better planning and control, I am confident that this problem can be reduced.

“At the same time, we need to show compassion towards animals and ensure they are handled appropriately,” he said.

Ng also advised the public against taking matters into their own hands or acting indiscriminately against stray dogs and other animals without following established channels and procedures.

Instead, he said any complaints involving stray animals causing a nuisance should be promptly lodged with the respective local authority or through the Public Complaints Management System (SISPAA) so that appropriate action could be taken.

“I advise the public not to take matters into their own hands or act indiscriminately without following the proper process, as we are concerned this could lead to social repercussions, dissatisfaction or controversy.

“We need to work together to solve the problem, not make the situation worse. We all care about animals, but every action must follow the proper procedures, guidelines and measures,” he said.
