SHAH ALAM, July 29 — The Shah Alam City Council (MBSA) has issued development notices for illegal structures in Kampung Budiman, Setia Alam, as the first step before enforcement and demolition action is carried out.

Shah Alam Mayor Dato' Zabidah Safar said this comes after discussions with the Immigration Department. Small-scale periodic monitoring operations have also been launched to detect undocumented migrants in the area.

A joint operation conducted at 11.50am yesterday in Kampung Budiman resulted in the arrest of five undocumented migrants through cooperation between MBSA and the Immigration Department.

Two more locations have also been identified for further action.

"The action will be carried out in stages. We have already issued development notices and hope the owners will demolish the illegally built structures themselves before enforcement action is taken.

"At the same time, we are conducting periodic monitoring with the Immigration Department to detect the presence of undocumented migrants. During yesterday morning's operation, five undocumented migrants were arrested, and we have identified two additional locations for further action," she said.

Zabidah was speaking at a media conference after the MBSA full council meeting at Wisma MBSA yesterday.

She added that the three affected privately owned lots are Lots 4062, 4063, and 4064. Notices under Section 72(1) of the Street, Drainage, and Building Act 1974 have already been issued, while the process of identifying all owners for the issuance of notices under Section 72(6) is underway before the expiry of the 30-day notice period.

However, the local authority declined to disclose the date of the enforcement and demolition operation, as it involves operational strategies coordinated with enforcement agencies including the Immigration Department, the Royal Malaysia Police, the District and Land Office, and other relevant technical departments.

Previously, a video circulated on the Threads social media platform showing a settlement of undocumented Indonesian migrants that had reportedly expanded without interference from the Immigration Department in Kampung Budiman, Setia Alam.

The media had also reported that the location had previously been raided and subjected to enforcement action. However, the migrants are believed to have established a new settlement near the original site.

Meanwhile, Menteri Besar Dato' Seri Amirudin Shari instructed MBSA to take immediate action against the illegal settlement in Kampung Budiman, including demolition if the structures are found to have encroached on government land.
