‘Selangor JKR has dropped seven contractors for failing to finish projects’

SHAH ALAM, May 25 — The Selangor Public Works Department (JKR) has terminated contracts with seven construction companies since 2017 due to their failure to complete projects.

Its director Shukri Ishak said this was as the companies failed to deliver on their commitments despite being given opportunities and help to finish the projects on schedule.

“The (number of) projects where we have terminated contracts is not critical. I can state that there have been seven projects since 2017, meaning roughly one project per year.

“In reality, Selangor JKR does not terminate contractors easily. We usually assist and guide the contractors so they can get back on track with the original contract.

“From 2017 to 2025, we have only terminated around seven companies due to sick projects. They have been given chances and notices to step up their work but still failed to complete the projects within the stipulated timeframe.

Shukri said a project is considered sick if it fails to progress according to schedule, with progress only reaching about 5 per cent.

Among sick projects in Selangor were upgrades to the Jenderam T-junction to Sepang Lama, building Masjid Diraja Sultan Suleiman staff quarters, and building the Kampung Bukit Kapar community hall.

“We define a sick project as when the contractor fails to achieve the appointed progress. If it is less than 20 per cent, we categorise it as behind schedule, if it exceeds that, it is sick.

“If we find that (a project is late to reach) 5 per cent progress, we will mobilise control mechanisms, including intervention, site visits, and identifying what JKR can do to assist so contractors can get back on track,” Shukri added.

“If the contractor is granted an extension of time but still carries out the work late, we will issue a warning. We will also hold a special session with the contractor, and if they still fail, a termination notice is issued.”

He said Selangor JKR has also established a special task force to ensure projects can be done according to schedule.

“This team will assist and conduct cross-audits. For example, in road projects in Gombak, if a project is delayed or falls into the sick category, the task force will step in to help ensure the contractor gets back on track.

“The team is led by a senior public works engineer and includes members from various engineering backgrounds, including mechanical, electrical and quantity surveying. They will visit delayed or sick projects to inspect and issue intervention reports,” Shukri added.
