Nearly 15 mln consumers benefit from BUDI95 — Amir Hamzah

KUALA LUMPUR, March 2 — More than 88 per cent of 16.5 million eligible individuals, or close to 14.8 million, have benefited from the BUDI Madani ROn95 (BUDI95) targeted fuel subsidy, said Finance Minister II Datuk Seri Amir Hamzah.

Through the mechanism, which offers RON95 at RM1.99 per litre, eligible consumers have used 6.46 billion litres for a sales value of RM12.8 billion up to February 28, 2026, he said.

This reflects how well the public has accepted the easily accessible and stable MyKad mechanism, he added.

“BUDI95 is a clear example — the subsidy is targeted to curb leakages, while citizens continue to enjoy subsidised RON95 at RM1.99 per litre,” he said when winding up the motion of thanks for the Royal Address at the Dewan Negara today.

Amir Hamzah said analysis of actual RON95 usage shows that nearly 99 per cent of users remain below the monthly 300-litre limit, which proves the amount is sufficient.

“The average actual usage has only been around 100 litres per month since its introduction,” he said.

Meanwhile, he said more than 106,000 commercial drivers have received additional BUDI95 eligibility of up to 500 litres as of February 28, 2026.

Additional eligibility beyond the basic 300-litre limit is granted based on actual travel data, with monthly updates to ensure subsidies are distributed according to real usage.

He explained that BUDI95 eligibility at RM1.99 per litre is granted automatically through data coordination between the Finance Ministry (MOF), the Land Public Transport Agency (APAD), the Sabah Commercial Vehicle Licensing Board, the Sarawak Commercial Vehicle Licensing Board, and e-hailing operators.

“This means that as long as the e-hailing driver remains active and meets the stipulated criteria, they are eligible to receive additional quota without having to go through any additional process,” he added.

In a related development, he said the number of partner merchants under the Sumbangan Asas Rahmah (SARA) initiative has risen to 11,300 stores nationwide as of February 28, 2026, versus 700 stores in 2024.

“More than 4,420 of these are small independent retail shops without branches or national chains, including Angkasa Cooperatives and Area Farmers’ Cooperatives,” Amir Hamzah said.
