Selangor teams up with strategic partners to push for renewable energy

KUALA SELANGOR, Feb 10 — Selangor is collaborating with state-linked companies and strategic partners to drive its ambitious renewable energy agenda, starting with the groundbreaking of the 300MW Bestari Solar PV Farm in Bestari Jaya, Kuala Selangor.

Menteri Besar Dato’ Seri Amirudin Shari said Worldwide Holdings Bhd carries a clear mandate to undertake strategic initiatives in renewable energy and energy development in support of Selangor’s priorities.

“To deliver this big and ambitious agenda, execution is everything. And execution requires credible state-linked companies or institutions.

“That is why the state places importance on having capable state-linked companies to drive delivery,” he said in his speech during the Bestari Solar PV Farm project groundbreaking ceremony at Bestari Jaya today. 

Developed under the government’s fifth Large-Scale Solar (LSS5) programme, the project will contribute to Malaysia’s renewable energy capacity and support national efforts to achieve 40 per cent renewable energy by 2035.

The largest solar project in the state and one of Southeast Asia’s largest floating solar farms is also expected to strengthen Selangor’s green economy and create economic opportunities.

With an installed capacity of 460MWp, the project is expected to generate around 640,000 MWh of clean electricity annually, enough to power over 150,000 households while reducing carbon emissions.

The Power Purchase Agreement (PPA) was signed in March last year, with commissioning scheduled for July 2027, and will provide a stable renewable energy supply to the national grid for 21 years.

Earlier, Amirudin told the media that the project costs more than RM1 billion, with land supplied by state-owned firms Kumpulan Hartanah Selangor Berhad (KHSB) and the Selangor Agricultural Development Corporation (PKPS).

He also cited Worldwide’s track record with projects such as the Pulau Indah Power Plant (PIPP) as proof of its delivery capability. 

“The state expects the same discipline in implementation from this Bestari solar farm project so that our green economy direction continues to produce meaningful and measurable results for Selangor.

“Their support to make this land available for this project reflects strong trust in Selangor’s renewable energy direction and shared commitment to building long-term value for the state and the people,” Amirudin said. 

Undertaken by Bestari Solar Sdn Bhd, a consortium led by Edra Power Holdings Sdn Bhd, Worldwide, and Rotaka Engineering Services (M) Sdn Bhd, the solar initiative would bring together state-linked strategic oversight, international clean energy expertise and local engineering capabilities. 

Edra is a subsidiary of CGN Energy International Holdings Co., Limited (CGNEI), which in turn is a wholly owned subsidiary of China General Nuclear Power Corporation (CGN or the Group), one of China’s leading clean energy groups with a diversified portfolio spanning nuclear, solar, wind, and other renewable energy assets. 

“I am confident these collaborative efforts will pave the way for future partnerships and foreign investments in Selangor, fostering bilateral relations and technological exchanges with advanced nations like the People’s Republic of China.

“The 300MWac Bestari Solar project reflects Selangor’s commitment to a low-carbon economy under our green agenda and strengthens energy resilience for future growth,” he said.
