SHAH ALAM, Dec 18 — Selangor has launched the pilot project for its Dark Fibre Network in Cyberjaya, which will serve as the state’s digital backbone by connecting cities, industrial areas, data centres, campuses, and digital hubs through an open, neutral, and high-capacity network.
Menteri Besar Selangor (Incorporated), or MBI, group chief executive officer Dato’ Saipolyazan M. Yusop said: “This is not just the launch of an infrastructure project. Today marks the start of a bigger vision, a long-term plan that will shape the future of the digital economy.”
He was speaking at the launch of the Cyberjaya Fibreisation Project and Business Alliance Framework (BAF) signing ceremony at Concorde Hotel here today.
Saipolyazan said the project is aimed at providing strong, high-capacity digital infrastructure to meet future connectivity demands.
“The Cyberjaya fibreisation project is the first strategic step and serves as a catalyst for broader and larger-scale initiatives across Selangor,” he added.

On November 14, when tabling the state budget, Amirudin said the state government will roll out its Dark Fibre Masterplan with an initial RM1 million allocation to boost internet speeds, widen digital access, and generate revenue by installing 889km of fibre optic lines at an estimated cost of RM267 million, with a projected five-year return of RM196 million.
As part of the project’s implementation, Smartsel Sdn Bhd has entered into a BAF with OCK Group Bhd, as well as a memorandum of agreement with OCK subsidiary OCK Datawave Sdn Bhd for the development, operation and maintenance of optical fibre infrastructure in Cyberjaya.
The first phase will cover 40km in Cyberjaya, with about 4km already completed.
After Cyberjaya is Shah Alam, where about 178km more fibre will be laid.

Saipolyazan said the state project will allow industry service providers (ISPs) and government agencies to access a high-performance, secure, and cost-efficient network.
“Cyberjaya was chosen as the starting point because of its role as a digital ecosystem hub, and the success of this project will be a model for expansion to other areas across Selangor,” he said.
He added that the initiative aims to attract high-value technology players, support data-driven industries, and maintain Selangor’s status as a key destination for technology, data centres, and future innovation, in line with the Selangor Digital Agenda 2026-2030.
Earlier, Amirudin officiated the project launch and exchange of agreement documents.
Those present at the ceremony included Smartsel acting managing director Ritzwan Rosli Modh Rosli, OCK non-executive chairman Datuk Syed Norulzaman Syed Kamarulzaman, and OCK managing director Datuk Sam Ooi Chin Khoon.
