Bingkas Plus an ‘exit plan’ for vulnerable families in Selangor

SHAH ALAM, Nov 15 — The Bantuan Kehidupan Sejahtera Selangor (Bingkas) Plus initiative announced in the 2026 Selangor Budget will serve as an “exit plan” for Bingkas recipients, targeting heads of extremely poor households who still require support to improve their standard of living. 

State executive councillor for women empowerment and welfare Anfaal Saari said the programme ensures continued, targeted support for low-income families whose assistance period expired two years ago, especially those caring for children with disabilities or elderly. 

“Bingkas Plus aims to provide a more comprehensive exit plan. There are families whose two-year assistance period has expired but are still struggling because they are caring for children with disabilities or elderly.

“So, we see the potential to continue supporting this group, while also aligning them with other Iltizam Selangor Penyayang (ISP) programmes such as entrepreneurship assistance, technical and vocational education and training (TVET), and income-boosting initiatives,” she said.

She said this after the 2026 Selangor Budget tabled by Menteri Besar Dato’ Seri Amirudin Shari at the Selangor State Legislative Assembly here yesterday.

According to Anfaal, the state government’s additional RM5 million allocation has played an important role in enhancing and shaping new intervention programmes. 

“The assistance is no longer tied to a fixed method such as giving RM300 a month for 24 months, but is now offered in a more flexible format based on family needs.

“We have around 1,400 heads of households in the hardcore poor category who need attention. Many are between 65 and 90 years old and do not have access to smartphones, so the assistance approach must be more flexible and tailored to their circumstances,” she said.

Anfaal added that the full details of Bingkas Plus will be reviewed before being finalised, with the programme expected to be announced in 2026 to ensure its effectiveness as a poverty alleviation initiative.

Yesterday, Amirudin announced a new special initiative Bingkas Plus (Bingkasan), to be implemented starting next year.  

It provides targeted cash assistance to help families meet basic daily needs such as food, essential goods, and primary healthcare. 

Its implementation is guided by data and the actual circumstances of recipients to ensure the aid reaches those who genuinely need it. 

Beyond cash support, recipients will also be connected to complementary welfare schemes, including Iltizam Selangor Sihat and Bantuan Sihat Selangor. 

Amirudin also announced an allocation of RM103 million for both Bingkas and Bingkasan. Under Bingkas, eligible households receive RM300 per month for 24 months to cover essential items, medication, and educational supplies.
