SHAH ALAM, Nov 3 — The remaining 19 landowners in Kampung Jawa, Klang, have been ordered to vacate their homes within seven days starting today to make way for the construction of the West Coast Expressway (WCE), which has been stalled along a 150-metre stretch.
State executive councillor for housing and culture Datuk Borhan Aman Shah said the WCE concessionaire will release the remaining 25 per cent of compensation to all affected landowners once they have fully relocated.
The decision was reached following a meeting involving multiple agencies, including WCE, the Klang District and Land Office (PDT), the Malaysian Highway Authority, the local authorities, local representatives, and the landowners’ legal counsel.
“We have decided that enforcement must be carried out within seven days from today. Any objections should be brought to court for the judiciary to decide.
“To avoid excuses, we have prepared Smart Sewa housing via the Selangor Housing and Property Board in identified areas with available units.
“The compensation will still be paid — 75 per cent has already been received, while WCE will release the remaining 25 per cent (RM5 million) once relocation is complete,” he told the press after chairing the meeting at the State Secretariat Building today.
Borhan added that the decision was made after considering input from various parties, including the Selangor State Legal Adviser’s Office (PUU).
The WCE stretches from Banting to Taiping, Perak, is vital to meet road users’ needs, particularly during festive seasons, and has strong potential to drive local economic growth.
“Imagine — a mere 150 metres of delay has taken a year. So today’s decision will pave the way for the project’s continuation without further obstruction.
“This issue is not about disagreement per se, but rather dissatisfaction among a small number of landowners regarding the process and compensation amounts,” he said.
The Klang PDT will carry out integrated demolition enforcement under Section 426A(i)(c) of the National Land Code for offences under Section 425 of the same Act after the notice period expires.
The issue in Kampung Jawa has persisted, with 19 residents reportedly still refusing to relocate, although most of the land acquisition process has already been completed by the authorities.
It is understood that all of the residents involved are among the 52 landowners in the project’s alignment area, and most have received compensation from the concessionaire.
The 233-kilometre-long WCE connects Taiping, Perak, to Banting, Selangor, with 21 interchanges, including links to the SKVE, NKVE, PLUS, NNKSB, and LATAR expressways.
