State’s five-year digital plan to boost tech hub status

KUALA LUMPUR, Oct 9 — The Selangor government today launched the Selangor Digital Future Action Plan 2026-2030 (DxF), a comprehensive roadmap designed to bolster the state’s position as Malaysia’s premier digital economy hub through innovation, infrastructure expansion and inclusive economic growth.

State executive councillor for Islamic and innovation Dr Fahmi Ngah said the initiative aligns with the Malaysia Madani vision, specifically under the innovation pillar, which champions compassion, inclusivity and sustainability in national advancement.

“Today marks more than just the launch of a plan, it marks the beginning of a new chapter in Selangor’s digital journey that is bold, inclusive. Through this plan, we are creating opportunities for innovation, empowering communities, and setting the foundation for sustainable digital growth.

“This is not simply a policy document but a continuation of our aspirations to build and to make Selangor a smart state,” he said in his speech at the launch of DxF here today after the event was officiated by Menteri Besar Dato’ Seri Amirudin Shari.

Fahmi said the five-year plan defines Selangor’s strategic direction to become a digitally empowered and innovation-driven state that focuses on four key objectives, namely, enabling new areas of economic growth through digital infrastructure expansion, reducing development costs by optimising existing assets, accelerating digital adoption across government and industry, and identifying opportunities for 5G implementation to enhance service delivery and efficiency.

Fahmi emphasised that the plan was not about just constructing physical towers, fibre networks and cables, but also building digital bridges that connect people to opportunities and communities to innovation.

“Imagine a Selangor where real-time data helps the government anticipate citizens’ needs before even problems arise,” he said.

He also highlighted that the DxF encompasses 30 initiatives, ranging from a unified citizen app centralised private cloud and sovereign digital infrastructure for sovereign AI development to cyber security solutions.

“The document outlines an estimated allocation of RM160 million over five years, either fully financed by the government or through collaborations with the private sector, to build these digital systems,” he said.

“I urge all of our partners in the tech ecosystem, investors, innovators and entrepreneurs to view the DxF as more than just a state plan, but a shared opportunity to co-create Malaysia’s digital future. Let us ensure this transformation remains a human-centric one that uplifts communities, nurtures talent and bridges the digital divide,” Fahmi added.
