Ampang Jaya convention highlights challenges in strata management

AMPANG JAYA, Sept 25 — Some 250 participants took part in the Ampang Jaya Strata Convention 2025 today to share their views on challenges and issues related to strata management.

Ampang Jaya Municipal Council (MPAJ) deputy president Hasrolnizam Shaari said among the main strata challenges in the municipal are maintenance fee arrears that burden management operations and facility upkeep such as lifts, water pumps and roofs.

Other issues include administrative conflicts between joint management bodies (JMBs) and management corporations (MCs) and a lack of awareness among residents of their rights and responsibilities.

“This convention offers a platform through talks, forums and information exhibitions on strata matters for all participants to discuss and exchange views on these challenges,” he said at the MPAJ Convention Centre, Taman Melawati, here today.

Organised by MPAJ, the convention brought together participants from JMBs, MCs, developers’ representatives, real estate agents and other local authorities.

Speaking to reporters after officiating the convention, Hasrolnizam said 60 per cent of Ampang Jaya residents live in strata housing, covering 110,165 units, in line with the rapid pace of urbanisation in the area.

“Ampang Jaya, being close to central Kuala Lumpur, has high property demand but limited land space, which has led to development being concentrated in strata housing.

“There are over 110,000 strata housing units in Ampang Jaya, ranging from low-cost apartments to condominiums, serviced apartments and mixed developments."

Hasrolnizam said MPAJ will continuously provide exposure and training to JMB and MC members to enhance their legal understanding on various aspects, including the Strata Management Act 2013 (Act 757), to ensure professional strata management.

“The state government implements specific strata management measures through the establishment of the Commissioner of Buildings (COB), an enforcement officer appointed to enforce the law and Act 757.

“All strata-related matters will be monitored and assisted by the COB division, which provides guidance and advice, including follow-up actions such as enforcement and resolution of issues arising in strata housing areas,” he explained.
