KUALA LUMPUR, Nov 4 — As of September 30, approximately 1,832 Education Service Officers (PPP) had yet to fulfil one or more requirements for confirmation in service, with 1,799 having failed the prescribed examination.
The Education Ministry (MOE) said the failures mainly involved the understanding component of the Mind Transformation Programme assessment.
“Additionally, three PPP officers had their probationary periods extended with a penalty, 29 had their probationary periods extended without a penalty, while one PPP officer was under a suspended probationary period,” it said in a written reply posted on the Parliament website.
The MOE was responding to Kuala Pilah MP Datuk Adnan Abu Hassan's query on the number of teachers yet to be confirmed in service, by state and length of service, and the factors contributing to delays in the confirmation process.
Meanwhile, it said that 7,723 PPP officers were still undergoing confirmation in service as of September 30.
The ministry added that confirmation in service is the process of certifying that a public servant has fulfilled all requirements under the relevant service scheme or any other conditions stipulated from time to time before being confirmed as a permanent member of the public service.
The requirements include completing a probationary period of between one and three years, attending and passing the Induction Course (General Module), obtaining the Head of Department's recommendation and fulfilling any other conditions stipulated from time to time.
The MOE is committed to ensuring that the confirmation of PPP officers, as well as the permanent appointment and placement of PPP officers under the Contract of Service scheme, is carried out systematically, transparently, and in accordance with the prevailing regulations.
It will also continue to strengthen cooperation with the Education Service Commission and all stakeholders to expedite the resolution of outstanding cases, while safeguarding teachers' welfare and ensuring that students' educational needs nationwide remain a priority.
