SHAH ALAM, Aug 18 — The individual who was alleged to be involved in the death of a dog named Rocky during the Klang Royal City Council (MBDK) operation will be charged at the Sessions Court in Klang on Thursday (August 20).
The New Straits Times reported that lawyer Muhammad Rafique Rashid Ali said Muhammad Shah Hizam, 24, was served a summons by a Veterinary Services Department (DVS) officer to appear in court at 9am.
Rafique, who represents Shah alongside lawyer Mahmud Abdul Jumaat, noted that the exact charge has yet to be disclosed.
"As of now, we are unsure which section and law he will be charged under," he said.
Rafique added that Shah was acting as a community representative after receiving a written invitation from the Jalan Sama Gagah Rukun Tetangga in Taman Teluk Gedong Indah to assist in an official operation with MBDK.
On July 29, MBDK officers conducted a stray capture operation in Taman Teluk Gedung Indah, Port Klang, during which a family pet named Rocky was restrained with a catch-pole and died.
After a video of the incident went viral, the Selangor DVS and police launched an investigation into alleged animal cruelty under the Animal Welfare Act 2015 and the Penal Code, before submitting the investigation papers to the Deputy Public Prosecutor.
Animal welfare groups and Rocky’s owner alleged the dog was subjected to brutal and inhumane treatment during the capture.
However, MBDK and personnel involved said the operation was carried out in response to public complaints and only became chaotic following public intervention and a struggle.
