SHAH ALAM, Aug 10 — Eleven of Selangor’s 12 local councils achieved a five-star rating under the 2024 Local Authority Star Rating System (SPB-PBT), the Selangor State Legislative Assembly heard today.
State executive councillor for local government and tourism Dato’ Ng Suee Lim said this reflects their strong performance in governance and service delivery.
The four city councils were the Petaling Jaya City Council (MBPJ), Subang Jaya City Council (MBSJ), Klang Royal City Council (MBDK), and Shah Alam City Council (MBSA).
Meanwhile, the seven municipal councils were the Kuala Selangor Municipal Council (MPKS), Ampang Jaya Municipal Council (MPAJ), Kuala Langat Municipal Council (MPKL), Kajang Municipal Council (MPKj), Hulu Selangor Municipal Council (MPHS), Sepang Municipal Council (MPSepang), and Selayang Municipal Council (MPS).
Only the Sabak Bernam District Council (MDSB) fell short of the five-star rating.
“The SPB-PBT evaluates local authorities based on … governance, service delivery, financial management, sustainable development, community participation, and organisation management,” Ng said in response to a question from Sungai Ramal assemblyman Mohd Shafie Ngah on the performance of Selangor’s local councils.
A five-star rating is awarded to local authorities that achieve a score of at least 90 per cent in the SPB-PBT.
Under the Second Selangor Plan (RS-2), the state is targeting an SPB-PBT score of at least 95 per cent for all 12 local councils by 2030.
“Other mechanisms used to assess performance include the Selangor local council key performance indicators (KPIs), the Excellent Office and Administration Management Award (APPC), and service delivery indicators such as application processing times and public complaint resolution rates,” Ng added.
To improve performance, he also said the state government has introduced initiatives, including standardised licensing guidelines for hawkers and micro-entrepreneurs across local councils, with licence applications to be processed within seven to 14 working days and licence renewals within 24 hours.
The state’s Speed Selangor policy will also accelerate project approvals, he said.
“The continued monitoring of local council performance will allow the state to identify areas for improvement and ensure service delivery remains efficient and responsive to residents’ needs,” Ng added.
