KUALA LUMPUR, Aug 6 — Malaysia has initiated an anti-dumping duty investigation on imports of flat rolled products of other alloy and non-alloy steel, plated or coated with aluminium and zinc, originating or exported from China, Taiwan and Vietnam (the subject merchandise).
In a statement today, the Investment, Trade and Industry Ministry (MITI) said that on June 19, the government received a petition from domestic producer NS Bluescope Malaysia Sdn Bhd requesting an anti-dumping duty investigation.
The petition alleged that imports of the subject merchandise originating or exported from the countries concerned are sold at prices much lower than their domestic selling prices in those countries.
MITI said the petitioner claimed the dumped imports from the countries concerned have increased in terms of absolute quantity and caused material injury to the domestic industry.
“The government has assessed and considered the information and evidence of dumping, injury and causal link set out in the Petition and decided to initiate an anti-dumping duty investigation on imports of the subject merchandise pursuant to Section 20 of the Countervailing and Anti-Dumping Duties Act 1993 (Act 504) and Regulation 7 of the Countervailing and Anti-Dumping Duties Regulations 1994,” said MITI.
MITI said that in accordance with Act 504 and the regulations, a preliminary determination will be made within 120 days from the date of initiation.
“If the preliminary determination is affirmative, the government will impose a provisional anti-dumping duty at the rate that is necessary to prevent further injury to the domestic industry,” said the ministry.
Submissions of information and questionnaire responses must be done online via the Trade Remedies Investigation Management System (TRIMA).
Relevant parties are to provide their views in writing, questionnaire responses and additional supporting evidence to MITI by electronic means by August 17, 2026.
Meanwhile, MITI has also initiated an expiry review of the anti-dumping duties imposed on imports of prepainted, painted or colour-coated steel coils (subject merchandise) originating or imported from China and Vietnam.
It said the review was initiated based on the request by CSC Steel Sdn Bhd on the grounds that the expiry of the duties would lead to a continuation or recurrence of dumping and injury to the domestic industry.
It added that the government evaluated and considered the information, and decided to initiate an expiry review on imports of the subject merchandise from China and Vietnam, pursuant to subsection 28C(6) of the Countervailing and Anti-Dumping Duties Act 1993 and regulation 34 of the Countervailing and Anti-Dumping Duties Regulations 1994.
MITI said a final determination of the expiry review would be made within 180 days from the date of initiation.
The period of review for the investigation has been set from January 1, 2025, to December 31, 2025, it said.
It added that if the required information and views are not submitted, or are not received in an adequate form within the stipulated timeframe, the government may make its final determination based on the available facts in accordance with Section 41 of Act 504.
