SHAH ALAM, July 27 _— The implementation of the Hybrid Working (HBH) arrangement does not require any directive or application from civil servants, said the Public Service Department (JPA).
It is based on prescribed eligibility requirements, taking into account the scope of duties, service needs, and an officer's performance.
"HBH does not require any directive or application. The implementation of HBH is based on the prescribed eligibility requirements, taking into account the scope of duties, service needs, and the officer's performance.
"At the same time, there are certain sectors and functions that are exempted from the implementation of HBH because they require physical presence to ensure the delivery of services to the people is not affected," it said in a Facebook post today.
JPA added that HBH represents a new working norm that balances workplace flexibility with the effectiveness of public service delivery.
Officers currently working under the existing Flexible Working Hours arrangement are eligible for HBH if they meet several conditions.
These include positions that do not involve direct face-to-face services with customers, duties that do not require the officer's full physical presence in the office, and having suitable ICT equipment.
The officers must also achieve a performance appraisal score of at least 85 per cent or exceed their key performance indicator targets, while also being clear of any disciplinary proceedings.
The exempted sectors are security, defence and enforcement involving field operations, border control, intelligence, logistics and emergency readiness; education involving teaching and learning in schools; healthcare personnel serving at health facilities; and the judiciary, where physical attendance is required.
