KLIA2 to activate traffic management system by next month

KUALA LUMPUR, Feb 25 — The Dewan Negara was told today that the Vehicle Access Management System (VAMS) will be implemented at Kuala Lumpur International Airport Terminal 2 (KLIA2) by the end of next month.

Deputy Transport Minister Datuk Hasbi Habibollah said since its launch on December 1 at KLIA, VAMS has brought about significant improvements, having reduced violations of parking time limits at terminal kerbsides and improving traffic.

“Statistics up to January 20 showed a decrease in average waiting time from 2.99 minutes to 2.75 minutes at the departure floor, and from 8.91 minutes to 2.65 minutes at the arrival floor.

“Violations of waiting time limits have also decreased from 11.7 per cent to 0.5 per cent at the departure floor and from 18.8 per cent to 1.4 per cent at the arrival floor,” he said in response to a question by Senator Robert Lau Hui Yew on the Transport Ministry’s moves to address traffic congestion at both terminals.

Hasbi also said traffic control at Terminal 2 is currently carried out by the Royal Malaysia Police (PDRM) based on the Road Traffic Regulations 1959 and the Road Transport Act 1987, while Malaysia Airports Holdings Bhd (MAHB) is in charge of tyre clamping as an additional measure to reduce congestion.

Hasbi said the VAMS at KLIA is a 10-minute limit for vehicles on the outer lane to drop off or pick up passengers, with penalties imposed if the limit is exceeded.

He added that the penalty rate starts from RM10 depending on the time exceeded, and that vehicles that are stopped in the area for more than 30 minutes will be charged a cumulative penalty of RM100. If they refuse to leave or if the vehicle is abandoned, the vehicle will be towed at a charge of RM200 plus a storage charge of RM30 per day.

He said congestion at the main entrances of KLIA and KLIA2 has been a major challenge since both terminals opened, due to drivers exceeding the allotted time and public vehicles being left unattended.
