Procurement bill marks start of financial admin reforms — Anwar

KUALA LUMPUR, Aug 28 — The Government Procurement Bill 2025, passed by the Dewan Rakyat today, marks the beginning of reforms in financial administration and good governance, Prime Minister Datuk Seri Anwar Ibrahim said.

He said this achievement was not the conclusion of the Madani Government’s reform agenda.

“Thank God, with the support of 125 votes, the Government Procurement Bill 2025 was passed in the Dewan Rakyat today. This is not the end of our struggle for reform.

“The drafting of this bill is merely the preface to the change we aspire to, ensuring that every sen of the nation’s revenue is spent prudently and with integrity, in order to elevate Malaysia’s standing,” he said in a Facebook post today.

The bill provides for obligations, responsibilities, governance and transparency in government procurement, in addition to the establishment of a Government Procurement Appeal Tribunal and other related provisions.

The bill was put through a bloc vote, which saw 125 MPs in favour, 63 against, one abstention and 32 absent.

When tabling the bill for its second reading yesterday, Anwar called it another major reform under the Madani Government, one which previous administrations had either not dared or been unwilling to pursue.

The finance minister said the legislation enhances checks and balances by allowing procurement decisions, including those made by the finance minister, to be challenged and reviewed through the review panel and subsequently the independent Procurement Appeals Tribunal.

Anwar added that the bill also introduces punitive measures for non-compliance in procurement processes, with no exemptions granted even to the finance minister.
