SHAH ALAM, July 10 — The Selangor Water Management Authority (Luas) has identified two premises responsible for polluting Sungai Kapar Kechil in Klang, which caused the river water to turn blue, following investigations on Sunday (July 6) and Tuesday (July 8).

State executive councillor for public health and the environment Jamaliah Jamaluddin said the first investigation on Sunday found that a plastic recycling factory was suspected of pumping effluent from its pond into the river using a special pump, in addition to abstracting river water without authorisation.

“The premises were ordered to cease operations immediately, and sampling was carried out before being sent to the Chemistry Department of Malaysia (JKM) for further analysis,” she said in a statement yesterday.

Luas has opened an investigation paper against the premises under Sections 79(4) and 107(b) of the Luas Enactment 1999 for the offences of polluting water sources and abstracting water without permission.

A follow-up investigation on Tuesday identified another premises storing blue-coloured latex liquid as the source of the second pollution incident.

Jamaliah said that a leak from the tank cover allowed chemicals to flow into the drain, which then flowed into a nearby ditch and subsequently into Sungai Kapar Kechil.

“This premise did not have a waste retention pond, leading to direct pollution. Luas issued a Directive Letter under Section 121(1) to stop the flow of pollutants and ordered immediate clean-up works at all affected locations,” she said.

The cleanup was completed at around 1045pm on the same day under close monitoring by Luas, and an investigation paper was also opened against the premises under Section 79(4) of the same enactment.

In response, the councillor emphasised that the state administration takes all forms of water source pollution seriously, including those that do not involve raw water supply to treatment plants.

“This swift action successfully prevented the pollution from spreading into Sungai Kapar Kechil and subsequently into the waters of the Straits of Melaka.

“The state government and all agencies will not compromise on any negligence or unauthorised operations that threaten the safety of water sources,” she said.
