SHAH ALAM, April 14 — The First Selangor Plan (RS-1) was created to prevent dependence on Malaysia Plans and drive the state’s progress and competitiveness, said Menteri Besar Dato’ Seri Amirudin Shari.
He said implementations under the RS-1 can shape a sustainable and resilient economy to ensure the people’s well-being.
“The Selangor Plan is not an ‘Amirudin programme’ or a project of the Menteri Besar’s office… not the dream of the state secretary or the State Economic Planning Unit… but a programme for all.
“We implemented the RS-1 by combining the Malaysia Plan, local plans, and state fiscals for five years. We didn’t just wait for the Malaysia Plan, and we also considered suggestions from developers and commercial firms.
“We combined all these aspects into the RS-1, which directed our aims, underlined visions, strategies and future plans in more detail, and allowed the people to understand the state government’s planning,” he added.

He was speaking at the Second Selangor Plan strategic workshop at Ideal Convention Centre here today.
The RS-1, which was announced in July 2022 at the Selangor State Legislative Assembly to realise the state’s target to contribute 30 per cent of the national gross domestic product this year.
It involves several megaprojects including the Sabak Bernam Development Area and Integrated Development Region in South Selangor, and is a plan to face a projected slower global economy.
The four strategic cores of RS-1 are: strengthening the economy, ensuring social inclusivity and the people’s well-being, driving environmental sustainability, and providing good and effective governance.
Amirudin said several states have taken their lead from the RS-1 in developing their own maps to progress that are not solely dependent on fiscal measures.
