SHAH ALAM, Nov 25 — The state’s civil servants may receive an additional one-month special financial assistance, or Bantuan Khas Kewangan (BKK), in 2025 if the state’s financial performance allows it, said Menteri Besar Dato’ Seri Amirudin Shari.
During the debate for the state Supplementary Supply Bill 2025, he said RM70 million has been allocated for the BKK next year, which covers a two months bonus.
“If financial performance permits, we may even consider providing an additional month of BKK next year,” Amirudin said in response to questions from state Opposition leader cum Hulu Kelang state assemblyman Datuk Seri Mohamed Azmin Ali, who queried the necessity of a supplementary budget for the BKK payout.
He added that the allocation follows an earlier announcement during the tabling of the 2025 Selangor Budget on November 15.
Disbursement of the cash incentive requires RM35 million per month, with an additional RM14 million needed to fully meet the 2025 allocation.
Azmin also questioned the reduced allocation for contingency expenses in the 2025 state budget, noting that previous budgets had larger allocations — RM194 million in 2023 and RM300 million in 2024 — primarily for legal settlements and unforeseen costs.
The 2025 state budget has earmarked RM150 million for contingencies, with an additional RM40 million allocated for reserves.
Addressing the concerns, the Menteri Besar said that the contingency fund is designated for specific obligations, including legal cases and logging concessions, which will be managed through staggered installments to mitigate legal risks.
“These payments are handled through staggered instalments rather than lump sums, but we include them in our expenses as we can only project the amount that we may need,” Amirudin said.
