Speed Selangor Policy launching in April, system improvements underway before rollout

SHAH ALAM, Nov 23 — The Speed Selangor Policy, which aims to shorten the approval period for planning permissions in industrial areas, will be launched in April next year.

Menteri Besar Dato’ Seri Amirudin Shari’s press secretary, Jay Jay Denis, said the four-month period is to ensure improvements to existing systems before the policy comes into effect.

“We are taking nearly four months to enhance the existing process, including by collaborating with companies like Google.

“We have many competent civil servants, but perhaps their knowledge can be further improved,” he said during a recent episode of the Hai Selangor programme aired on Selangor TV.

Through collaboration with Google, Jay Jay said the tech giant is offering services under the Most Viable Product (MVP) programme, which provides training sessions for public servants.

He explained that the programme is expected to identify weaknesses in the previous system, which will then be addressed using existing technology and applications from Google.

“The outcome will allow civil servants to develop a new system that will be used in the Speed Selangor Policy, alongside external agencies such as the Public Works Department (JKR), Tenaga Nasional Bhd (TNB), and the Fire and Rescue Department,” he said.

In his 2025 Selangor Budget tabling, Amirudin announced that the Speed Selangor Policy will shorten the approval period for planning permits in planned industrial areas from 3.5 months to 14 days.

He said the policy aligns with the state government’s agenda to facilitate business while focusing on encouraging the establishment of new industries.

Meanwhile, Jay Jay said the newly introduced policy is expected to create thousands of high-quality job opportunities for university graduates.

This, he said, aligns with the state government’s goal of creating 100,000 high-paying jobs over the next five years.

“Previously, Amirudin emphasised the commitment to offer 100,000 quality jobs. So, we need to attract investors in industries that can provide high incomes.

“We can no longer focus on jobs that only offer below RM4,000 because they are not sufficient for a comfortable life. We need to think of long-term solutions.” 

Jay Jay added that the Speed Selangor Policy focuses on key industries such as artificial intelligence (AI), semiconductors, aerospace, electrical and electronics, and the food services sector.

He explained that these sectors were chosen because they offer high salaries to graduates and are experiencing rapid global growth.
