2025 Selangor Budget: What’s in it for residents

SHAH ALAM, Nov 17 — The 2025 Selangor Budget tabled by Menteri Besar Dato’ Seri Amirudin Shari on Friday offers a slew of benefits to state residents from all walks of life. 

From students, entrepreneurs, religious leaders to the elderly, various forms of assistance have been allocated for next year, including cash donations, infrastructure facilities, training, and voucher distributions.

With RM3 billion in total allocation, next year’s budget will see RM1.7 billion set aside for operating expenditures, while the remaining RM1.3 billion will be used for development expenditures.

Media Selangor summarises the key highlights and important aspects of the budget, which carries the theme ‘A Dynamic Selangor: An Ideal Quest for a Civil Malaysia’. 

INDUSTRY PLAYERS

  • Shortened planning approval process from 3.5 months to 14 days
  • From April, planning approvals for all local authorities to be granted within 7 days
  • Business licences to be approved within 24 hours for planned industrial areas
  • Reduced approval time for development plans from 99 days to 14 days
  • Planning approval for housing-related projects reduced from 86 days to 7 days

ENTREPRENEURS

  • RM2 million Madani Selangor Entrepreneur Fund for micro-businesses
  • RM1 million to continue entrepreneurship training
  • RM1 million for domestic and international market promotion
  • RM5 million to small small and medium enterprises through PLATS Selangor

STUDENTS

  • Free tuition for 130,000, including Form Four students, through a RM10 million fund
  • Assistance for 25,000 students who have not mastered reading, writing, and arithmetic skills
  • Tuition fees for 500 to 600 students at Universiti Selangor and Universiti Islam Selangor to be sponsored
  • 2,000 students to receive book vouchers through an allocation of RM400,000
  • RM1,000 for Selangor students pursuing higher education
  • One-time RM1,000 assistance for individuals undergoing industrial training

PATIENTS

  • Free ambulance services covering four city councils, with plans for expansion to other local authorities
  • Extension of the RM2 million free health screening programme
  • RM5 million assistance to treat various illnesses, including cancer, kidney dialysis, and tuberculosis
  • Continuation of the RM5 million heart treatment scheme
  • RM500,000 to address mental health issues

LOW-INCOME GROUP & DISABLED COMMUNITY

  • Opening of 10 Ehsan Mart supermarkets offering goods at below market prices
  • Continued provision of free water through a RM40 million allocation
  • Jom Shopping vouchers with a RM12 million allocation

SENIOR CITIZENS

  • Two activity houses to be built in Kuala Langat and Hulu Selangor
  • Upgrade of four activity houses in Ampang, Paya Jaras, Setia Alam, and Seri Kembangan
  • RM400,000 for health education and healthy lifestyle programmes

MUSLIM COMMUNITY

  • 21 Quran and qiraat experts to receive monthly allowances through a RM303,000 allocation
  • Imams, religious teachers, and certificate holders at the Quran Literacy Academy to be empowered
  • Sponsorship for low-income pilgrims to perform haj for free, with a RM1.2 million fund
  • RM1,000 incentive for haj pilgrims through a RM6 million allocation
  • RM1,000 death benefit for residents aged 50 and above, and persons with disabilities

ORANG ASLI

  • RM1 million to repair dilapidated apartments 
  • RM1 million to improve facilities at the Mah Meri Cultural Village
