ASUNCION, Dec 6 — Paraguay canceled a low-level Chinese diplomat’s visa and ordered him to leave, the South American country’s Foreign Ministry said yesterday, after the envoy appeared to coax lawmakers to reconsider Paraguay’s friendly relationship with Taiwan.
