SHAH ALAM, Aug 7 — The Second Selangor Plan (RS-2) is not merely a five-year state development plan until 2030, but a pledge by the state government to all Selangor residents for a better future, said Menteri Besar Dato Seri Amirudin Shari.

"It is a pledge that we will continue to invest in knowledge, research, innovation, and human capital. It is a pledge that economic growth cannot be separated from social justice.

"It is a pledge that every child in Sabak Bernam, Kuala Selangor, Hulu Selangor, Klang, Kuala Langat, Sepang, Petaling, Gombak, and Hulu Langat has the right to look to the future with confidence," he said.

In his opening remarks when tabling RS-2 during the Selangor State Legislative Assembly sitting today, Amirudin outlined justice as the foundation of the philosophy underpinning the policies and development plan for the next five years.

He drew on the ideas of thinkers from around the world on justice and nation-building, from ancient Greek civilisation to the modern world, as well as lessons drawn from Islamic civilisation and the Malay world.

"I emphasise that justice is not merely a moral aspiration. Justice is a development strategy because trust emerges from justice," Amirudin said.

He added that this trust will in turn generate confidence, investment, and employment, thus creating a society with dignity and a future.

"This is the true chain of prosperity," Amirudin said.

Among its aspirations, RS-2 aims to make Selangor the first state in Malaysia with an economy worth RM500 billion, provide the people with high-paying employment opportunities, and narrow the economic gap across all nine districts.
