SHAH ALAM, July 29 — The Petaling Jaya City Council (MBPJ) has become the first local authority nationwide to introduce Guidelines for Applications for Temporary Hawker Permits within Perimeter Land Strata Developments.
It said the guidelines were introduced to establish a more organised, transparent, and legally compliant system for managing hawkers in strata residential developments.
The initiative will not only enable communities to conduct business legally but also ensure that safety, cleanliness, and residents' well-being remain safeguarded.
"Selangor has always encouraged community economic development, but it must be carried out in an organised and responsible manner.
"These guidelines set a new benchmark by balancing economic opportunities with the interests and comfort of residents in strata developments," MBPJ said in a Facebook post tonight.
Earlier, the launch of the guidelines was officiated by state executive councillor for housing and culture Datuk Borhan Aman Shah at Dewan Banquet MBPJ.
It added that every proposed hawking activity must first obtain approval from property owners at an Annual General Meeting or an Extraordinary General Meeting before MBPJ can process the application.
All applications will also be assessed by the relevant technical departments to ensure that the proposed business location is suitable and safe, and does not affect common property or emergency access routes.
MBPJ said the implementation of the guidelines reflects its commitment to strengthening the governance of strata developments while supporting sustainable community economic growth.
The initiative is also expected to create a more orderly, safe, and conducive business ecosystem, while serving as a reference model for other local authorities across Malaysia.
