PUTRAJAYA, June 2 — A total of 34,903 enforcement activities related to the compliance with the Control of Smoking Products for Public Health Act 2024 (Act 852) have been carried out, with 683,704 premises inspected nationwide as of April 30.

The Health Ministry (MOH) said that through the enforcement efforts, 233,831 compound notices were issued for compoundable offences and 4,226 investigation papers were opened for non-compoundable violations.

“As for prosecution actions in court, 398 cases are still under prosecution and 204 cases have been completed with fines totalling RM1,189,100,” it said in a statement yesterday.

The ministry said it is also constantly monitoring online advertising and promotional offences involving tobacco products, including vape.

As of April 30, a total of 2,585 investigation papers have been opened involving various offences under Sections 7, 8, 9 and 10 of Act 852, stressing that there is no compromise on violations of the Act. 

Act 852 was enforced on October 1, 2024, while full implementation began on October 1, 2025.

MOH said it remains committed to enforcing Act 852 through the launch of Ops Selamat Paru-Paru (Ops Selamat PaPa) by focusing on the manufacturing, distribution and sale of all types of smoking products.

It aims to protect the younger generation from the dangers of smoking products, including electronic cigarettes and vapes.

Regarding complaints about the online advertising and sale of vape products, MOH said checks were conducted on 10 reported websites and applications for action had been submitted under Section 263(2) of the Communications and Multimedia Act 1998 (Act 588) to the Malaysian Communications and Multimedia Commission (MCMC).

“The aim is to block four of the websites, while six more websites are under investigation,” it said.
