SHAH ALAM, March 6 – A total of 5.81 million summonses were issued nationwide against heavy vehicles for violating peak hour entry restrictions on major highways between 2023 and 2025, said Transport Minister Anthony Loke. 

The restriction on heavy vehicles during peak hours is implemented as a traffic management measure to ease congestion and improve road safety. 

“The restriction on the entry of heavy vehicles on several major highways during peak hours is implemented as a traffic management measure to reduce congestion, avoid the mixing of heavy and light traffic, and improve the safety level of road users,” he said in a written reply to the Dewan Negara today, adding that the measure also ensures smoother daily commutes for the public. 

Loke was responding to Senator Mohammad Redzuan Othman’s query on what actions have been taken against heavy vehicles violating peak-hour highway bans, and whether the restriction will be expanded to all highways in the Klang Valley. 

Based on the Road Transport Department (JPJ) records, approximately 5,812,408 summonses were issued for violations of the time-restricted entry rule between 2023 and 2025. 

The breakdown is 1,741,232 cases in 2023, 2,079,999 cases in 2024, and 1,991,177 cases in 2025. 

“This figure shows that enforcement is carried out continuously and consistently to ensure a higher level of compliance,” he said. 

Enforcement authorities have also taken firm action against non-compliant vehicles, with JPJ conducting special operations and scheduled patrols, especially during morning and evening peak hours, to detect and take immediate action against offenders. 

“MOT takes the issue of non-compliance seriously by certain heavy vehicles with the restriction,” Loke said. 

The minister noted that enforcement actions include issuing notices of offences and compounds under existing legal provisions. 

The authorities may also take action against vehicle owners or operating companies if they fail to ensure their drivers comply with the regulations, as the approach is a shared responsibility between drivers and companies. 

Meanwhile, on whether the restriction could be expanded to all highways in the Klang Valley, he said the matter falls under the jurisdiction of the Works Ministry and the respective highway concessionaires. 

However, Loke said the Transport Ministry is ready to provide views from a road safety perspective should the proposal be considered at the policy level.
