PUTRAJAYA, Oct 1 — The Health Ministry (MOH) has launched Pertukaran Suka Sama Suka (P3S), an online mutual posting swap system designed to reduce bureaucratic delays and streamline the placement process for healthcare personnel.
It said that P3S's first phase will take effect immediately, beginning with the nurses, and will be gradually expanded starting next year to include medical officers, medical assistants, dental officers, pharmacists, and assistant pharmacists.
Posting swap applications can now be submitted online via the official portal. Eligibility criteria and application procedures are detailed in the user guidelines available on the site.
“Before this, applications were handled manually. Due to the high volume of requests, the process was often prolonged and at times prompted the use of unofficial channels,” the MOH said in a statement today.
P3S is now the official platform for matching mutual swaps, streamlining workflows, and ensuring a more transparent and equitable process, without altering the existing approval regulations.
It noted that with this system in place, transfers will be simpler, faster, and more transparent.
“Administrators at the Responsibility Centre (PTJ) level are only required to verify the applicant’s eligibility. Once a match is successfully made, the new placement letter will be generated automatically.
"Officers involved must report to their new stations simultaneously on the official transfer date,” the MOH said.
P3S' implementation reflects its commitment to improving the welfare and well-being of healthcare workers, reducing administrative red tape, and enhancing operational efficiency.
The initiative also aligns with the Malaysia Madani aspiration, which is grounded in sustainability, wellbeing, and innovation, particularly in strengthening the national healthcare system.
