Puspal says concert dress code only for performers, not audiences

PUTRAJAYA, Sept 22 — The Communications Ministry has stressed that the Application for Foreign Filming and Performance by Foreign Artistes (Puspal) guidelines (GPP 6.0) sets the dress code for performing artistes and does not involve concertgoers.

The Puspal committee issued the clarification after a news report by The Star titled “New directive sets dress, conduct rules for concert” was published yesterday.

“The issued statement was in the form of recommendations and advice to concertgoers with the cooperation of concert organisers. The main focus is the dress code and behaviour suitable with the sensitivities of the multiracial community in Malaysia to preserve national harmony,” the committee said.

The committee said the matter is in line with Communications Ministry deputy secretary-general (strategic com­munications and creative indus­try) Nik Kamaruzaman Nik Husin’s statement that read: “While guidelines primarily focus on organisers and performers, they do indirectly extend to audience conduct through the organisers’ obligations.”

The committee also advised concert organisers to ensure the safety and control of visitors by taking necessary actions relating to the use of alcohol and drugs before, during and after performances to avoid untoward incidents.
