PM launches Public Service Talent Development Policy

PUTRAJAYA, Aug 15 — Prime Minister Datuk Seri Anwar Ibrahim launched the Public Service Talent Development Policy during the 20th edition of the Civil Service Premier Assembly (Mappa XX) gathering today.

Its launch shows the government’s ongoing commitment to developing a highly skilled, innovative, and integrity-driven public service, prepared to meet future challenges and support the Malaysia Madani agenda.

The Public Service Department (JPA) said that talent development is a key factor in enhancing the efficiency, creativity, and professionalism of public servants.

“The policy focuses on merit-based performance evaluation, continuous skill enhancement, fostering a high-performance and integrity-driven work culture, providing clear career pathways for leadership development, and ensuring the public sector remains credible,” it said in a statement.

The policy is designed to ensure the public sector remains relevant, responsive, and capable of advancing the nation’s reform agenda.

JPA added that the policy outlines a systematic and integrated approach, including talent mapping at all service levels, large-scale leadership development programmes, strengthening strategic partnerships with higher education institutions, industries, and international organisations, and leveraging technology and data to monitor and drive talent development.

Mappa XX, with the theme 'Madani Civil Service: Pillar of Excellence', brought together over 30,000 public servants both in person and virtually.

In addition to the policy launch, the event featured the Mappa Cakna Inspirasi Forum, 43 service exhibition booths, and a prayer space for 1,000 worshippers, symbolising the integration of spiritual values and professionalism within the public sector.

Also present were Deputy Prime Ministers Datuk Seri Ahmad Zahid Hamidi and Datuk Seri Fadillah Yusof, along with a lineup of Cabinet Ministers, including Communications Minister Datuk Fahmi Fadzil.

Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, Public Service director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz, and ministry secretaries-general also attended the ceremony at the Putrajaya International Convention Centre.
