Malaysia, EU fortify prisons reform cooperation

PUTRAJAYA, June 24 — Malaysia’s collaboration with the European Union (EU) and its members marks a significant step forward in advancing prisons reform efforts through international partnerships, said Home Minister Datuk Seri Saifuddin Nasution Ismail.

In a statement issued after officiating at the Inter-Agency Coordination Meeting on Planning and Designing Humane Correctional Facilities today, Saifuddin said the initiative, anchored in shared learning and technical exchange, reflects Malaysia’s commitment to a justice system that focuses on rehabilitation rather than punishment.

“The EU’s extensive expertise in progressive penal models and humane prison design offers invaluable guidance as we reimagine our own correctional systems,” he said.

According to Saifuddin, the collaboration is timely and crucial in demonstrating that safety and security can coexist with dignity and rights.

He said the initiative is also aimed at serving as a model for the region in promoting justice through a human rights-based approach.

“When we speak of prisons reform, we are not just referring to infrastructure. We are speaking of restoring dignity, renewing purpose and rebuilding lives. Justice is most meaningful when it is just, fair and humane. Malaysia is committed to a correctional system that reflects the values of Malaysia Madani: compassion, justice and empowerment,” he said.

The three-day meeting, co-organised by the Home Ministry, the Prisons Department and an EU delegation to Malaysia, provides a platform for the exchange of technical knowledge, discussion on progressive correctional models and the development of humane, evidence-based and community-focused design principles.
