i-City ignored eight notices on water slide safety before inflatable tube mishap

SHAH ALAM, Jan 31 — Theme park operator i-City ignored a staggering eight notices issued by the Shah Alam City Council (MBSA) since November prior to the viral incident involving a falling inflatable tube on Wednesday.

In a statement today, MBSA said despite multiple warnings, the operator blatantly disregarded the directives, raising safety concerns and prompting the council to take enforcement action.

MBSA stressed that all development projects and theme park activities in Shah Alam must comply with local regulations, including obtaining written approval before any construction or operational changes.

According to MBSA, the first set of notices was issued on November 14, 2024, which included three warning notices to cease unauthorised works and remove non-compliant structures, install safety signage, and halt all unauthorised building activities under Section 72(1)(a) of the Street, Drainage and Building Act 1974.

A compound notice was also issued on the same date under the same act for placing construction materials in public spaces without precautions.

This is in relation to the construction of the SkyCity Tower, a 60m-high, 600m-long glass water slide at i-City that was involved in the viral incident.

Two further notices followed on November 22, which required the submission of a planning permission application and the immediate cessation of unauthorised development.

Despite these warnings, MBSA said i-City continued operating.

“The city council deeply regrets the incident at a well-known theme park, where the management failed to comply with established procedures despite multiple warning notices issued beforehand.

“As a response to this continued non-compliance, MBSA issued a warning notice on January 19, 2025, ordering the immediate cessation of the glass water slide attraction under Section 6(1)(a) of the Selangor Entertainment and Places of Entertainment Enactment 1995 (Amendment 2001).”

On January 23, another notice was issued, ordering the restoration of the land to its original condition after the operator failed to secure planning approval.

“However, subsequent inspections found that the management continued operations without written approval, directly defying the issued directive.

“As a result, on January 30, 2025, MBSA issued a non-compliance compound notice under Section 121 of Act 133 for failing to adhere to the official notice requirements,” said the statement.

MBSA stated that it has now shut down the project site and suspended all activities at the location until official approval is granted. It also assured enforcement actions would continue to prioritise public safety.
