Emolument increase includes salary adjustment for state civil servants — Exco

SHAH ALAM, Nov 25 — Selangor has increased its emoluments allocation from RM26 million to RM27 million for 2025 to account for a salary adjustment involving 26 departments under the state administration, said state executive councillor for infrastructure and agriculture Izham Hashim.

Speaking on behalf of Menteri Besar Dato’ Seri Amirudin Shari during the debate for the Supplementary Budget Bill 2025 at the State Legislative Assembly session today, he explained that the increment included a standard yearly salary increment of three per cent for state civil servants.

“The salary adjustment, which covers 26 departments, will see an eight per cent salary increase starting in December 2024, followed by another seven per cent hike in 2026,” Izham said, adding that the increments were also due to the broad civil servant salary hike as announced by the Federal government, which is to come into effect next month.

He was responding to queries from state Opposition leader and Hulu Kelang state assemblyman Datuk Seri Mohamed Azmin Ali, who questioned both the emolument increase and Selangor’s strategy for managing unforeseen expenses.

Azmin also raised concerns about the reduced allocation for contingency expenses in 2025, noting that the state had previously set aside larger amounts — RM194 million in 2023 and RM300 million in 2024 — primarily for legal settlements and unexpected costs.

In comparison, the 2025 budget allocates RM150 million for contingencies with an additional RM40 million in reserves.

Izham replied that additional funds for unexpected expenses could be drawn from the state’s reserves and surplus funds from previous budgets if necessary.

The allocation for unforeseen expenses remains flexible and can be adjusted lower depending on the final judgements in ongoing legal cases.
