KUALA LUMPUR, Nov 24 — The 2024 National Convention on Public Service Reform ended today after two days of intensive forum sessions to improve service delivery and enhance public service efficiency and integrity.
Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, who officiated the closing ceremony, said the eight forums and one plenary session were filled with discussions, ideas, and proposals to enhance government services.
He also launched the Bureaucratic Red Tape Reform circular as a guideline to accelerate bureaucratic reforms, aiming for a more efficient administration, increased productivity, and a reduction of unnecessary regulations on the public and businesses.
Also launched was the Regulatory Testing circular to guide regulators in using new approaches to existing regulations, making them more innovative, high quality, and relevant to current needs in addressing complex contemporary challenges.
"We will continue discussing reforms through the subsequent conventions, which will be more specific and focused on each of the five key areas of reforms: appreciation of values and governance, human capital development, organisational development, service delivery, and empowering public and private synergies.
"In 2025, I expect the same, if not higher, commitment in ensuring successful reforms as envisioned by the Prime Minister," Shamsul said at the Kuala Lumpur Convention Centre.
He hopes that civil servants continue to enhance efficiency and productivity by reinforcing values and governance, empowering talents in organisations, delivering more effective services, and leveraging public-private collaborations to drive a more advanced, prosperous, and competitive Malaysia.
"Everyone's attendance and commitment reflect our determination to transform public service into more productive, efficient, dynamic, innovative, and, most importantly, people-centric.
"My aspiration, along with the leadership, is that this reform agenda should not just look impressive on paper or be merely talk, but it must be continuously applied in delivering our services," Shamsul said.
Yesterday, Prime Minister Datuk Seri Anwar Ibrahim launched the Kuala Lumpur Declaration Tekad Bersama Perkhidmatan Awam Malaysia at the convention, which symbolises a solid commitment to implementing comprehensive reforms from the highest levels down to the state administration.
