SHAH ALAM, Nov 24 — The state government has directed the Selangor Housing and Property Board (LPHS) to establish clusters for strata residential buildings that have yet to receive their titles.
State executive councillor for housing and culture Datuk Borhan Aman Shah said the clustering approach will streamline the resolution process for obtaining strata titles, utilising the RM10 million special allocation as announced in the 2025 Selangor Budget.
The special housing committee has identified strata residences that can be resolved but are facing constraints, such as in Puchong and Sepang.

“Therefore, we will prioritise resolving strata issues for buildings with the highest percentage of completion. The state government has mechanisms to address these issues, especially for properties where the owners have passed away...we aim to resolve this as quickly as possible.
“With the financial injection announced in the 2025 State Budget, we can expedite the resolution of strata issues within a set timeframe,” he said after officiating the Selangor Strata Green Landscape Awards 2024 yesterday.
Earlier, during the Selangor State Legislative Assembly session, Borhan revealed that the special housing committee had identified 138,817 stratified residential units across Selangor that have yet to receive their strata titles.
The committee, formed in March, has identified several challenges affecting the issuance of strata titles. These include incomplete development documents like planning permissions, building plans, developer licences, and sale and purchase agreements.
When tabling the 2025 Selangor Budget on November 15, Menteri Besar Dato' Seri Amirudin Shari announced a RM10 million allocation as seed funding for the Strata Resolution Fund in Selangor.
