LPT3 privatisation done through RFP — Minister

KUALA LUMPUR, Feb 22 — The proposed Phase 3 of the East Coast Highway project (LPT3) from Terengganu to Kelantan is a privatisation exercise done through an open tender Request for Proposal (RFP) method.

Works Minister Datuk Seri Alexander Nanta Linggi said the project, which starts from Kampung Gemuroh to Pengkalan Kubur for a total of 151 kilometres, was brought to the attention of the Prime Minister's Department’s Private Finance Initiative (PFI) unit to start the RFP process

"The LPT3 RFP process will be initiated with the setting up of a project team to identify the 'Needs Statements’ before being considered and approved by the Cabinet.

“The proposed LPT3 project is expected to reduce traffic congestion, especially during the back to hometown (balik kampung) exodus to the east coast of Peninsular Malaysia,” he said in his winding-up speech on the royal address at the Dewan Rakyat.

In the meantime, Nanta said the ministry concerned was also carrying out a Highway Network Development Plan 2040 (HNDP 2040) study for Sabah, Sarawak and the Federal Territory of Labuan.

The study is a continuation of an earlier plan, namely the Phase Two HNDP, which would be the reference from 2010 to 2025.

"Among the scope of the HNDP 2040 study is to examine the need for the proposed international border road with Indonesia and Brunei. The study is expected to be completed by early 2025," he added.
