KUALA LUMPUR, March 3 — Dewan Rakyat Speaker Tan Sri Mohamad Ariff Md Yusof yesterday launched a book titled ‘Malaysian Parliamentary Procedure: A Guide to the Standing Orders of the Dewan Rakyat’.
Mohamad Ariff in his speech said throughout parliamentary history, a guidebook such as this has never been produced in this precinct, at least not since 1969.
"Specifically, the purpose of this manual (book) is to provide Members of Parliament with wide-ranging, informative and instructional guidelines on the existing Standing Orders of the Dewan Rakyat especially beneficial to new Members.
"This guidebook will serve as a practical manual for Members of the Dewan Rakyat. A legislator's guide that allows Members of Parliament to navigate the intricacies of the Standing Orders with greater ease," he said.
Mohamad Ariff also commends the National Democratic Institute and the authors of the book, Monique M. Smith and Maha Balakrishnan for their endless persistence to ensure that the manual is produced.
He said the book would also be included in an upcoming book project titled Law, principles and practice in Dewan Rakyat which provides comprehensive explanations and illustration of parliamentary principles, rules and procedures.
