SHAH ALAM, Nov 16 — Over RM136.2 million has been allocated for the education and human capital development sector under the 2026 Selangor Budget; the highest allocation in the state’s history, marking an increase of over RM55 million compared to last year.

It covers various programmes under the Standing Committee on Education and Human Capital, including RM93 million for education programmes and RM3.7 million for human capital development.

RM8 million is channelled to Iltizam Selangor Penyayang's (ISP) initiatives, including the Higher Education Studies Award (HPIPT), the Selangor Preschool Assistance Scheme (Tunas) and Iltizam Anak Selangor (Anas), while over RM31.5 million is allocated to the Selangor Children’s Heritage Fund (Tawas).

Among the key initiatives announced are:

1. Early education and schools

  • RM30 million allocated for the Selangor State School Assistance Programme to repair infrastructure and enhance the learning environment in more than 800 schools of various streams.

  • Tunas continues with a RM2 million allocation, benefiting 3,700 children from families earning below RM5,000.

  • The KAFA Integrasi (Kafai) fee subsidy continues with an allocation of RM5 million, helping B40 children access religious education with a fee of RM30 per month.

  • The Literacy and Numeracy Intervention Programme (3M) continues with RM1 million in funding, benefiting 25,000 pupils in 661 schools.

2. STEM, literacy, and language education

  • The Selangor STEM Intervention Programme receives RM250,000 to attract student interest in science and technology.

  • The Language Discovery @ PPAS programme offers basic online learning for eight foreign languages, supported by an allocation of RM350,000 through the Selangor Public Library Corporation (PPAS).

  • The Student Financial Literacy Programme, in collaboration with EastSpring Investments, will be introduced in 100 schools using a RM500,000 allocation.

3. Student and undergraduate development

  • The Selangor People’s Tuition Programme (PTRS) continues with RM3 million, including two new subjects, Physics and Chemistry, along with enhancements to the digital ePTRS platform.

  • Kem Muafakat Kita Selangor is allocated RM1 million to foster unity and cooperation among students of diverse backgrounds.

  • The internship allowance is increased to RM1,500 per month under the Selangor Spark Talent Programme (Aspirational, Ready, and Knowledgeable), supported by RM1.5 million.

  • The Indian Community Education Development Programme has been increased to RM2.7 million, including higher education fee assistance and bus fare subsidies for B40 students.

4. Higher Education and Technical and Vocational Education and Training (TVET)

  • RM35.72 million allocated for Higher Education Programmes, including scholarships, student development, and strengthening state universities.

  • RM20.48 million channelled to the Smart Selangor Technical and Professional Skills Programme (Iktisass) led by the Selangor Technical Skills Development Centre (STDC), covering initiatives like Selangor Women’s TVET, Career on Wheels, and Selangor Auto-X.

  • RM10 million has been allocated for infrastructure and facility upgrades at Universiti Selangor (Unisel), Universiti Islam Selangor (UIS), STDC, and Yayasan Selangor hostels.

5. Scholarship and free education initiatives

  • The Selangor State Scholarship Fund (TKWBNS) receives RM15 million to support more Selangor-born students.

  • The Bitara Programme is allocated RM1 million to nurture outstanding and well-rounded students.

  • HPIPT is increased to RM5 million, benefiting 5,000 undergraduates.

  • The Education Fee Subsidy is introduced with RM17.38 million, covering 50 per cent of tuition fees for 4,000 UIS and Unisel students, a step towards free education in Selangor.

6. Child and human capital initiatives

  • RM31.5 million has been allocated for Tawas, benefiting 21,295 members upon reaching 18, each receiving RM1,500.

  • Various initiatives under the Selangor Children’s Heritage Foundation (Yawas) continue to strengthen early childhood development in the state.
