SHAH ALAM, Nov 16 — The state government continues its Public Service Delivery and Governance Reform (RSTU) 2026, strengthening the quality of the public service, integrity, and local authority efficiency, as well as introducing an integrated digital system and the RSTU Measurement Index.

The Selangor Greater Klang Valley (SGKV) and Local Authority Reform will accelerate development approvals, standardise processes across 12 local authorities, develop i-GATE, Enterprise Architecture, the Public Service Remuneration System (SSPA) Phase 2, the Performance-Based Incentive Payments (BIP), and also strengthen human capital and the high-performance culture of the state's civil servants.

1. RSTU

  • RM2 million allocated for RSTU 2026.

  • Development of the RSTU Measurement Index (Service Quality, Integrity, Trust, Governance Quality).

  • The introduction of an integrated digital system at the local authority level (SPKB).

2. SGKV

  • Four city councils: Shah Alam, Petaling Jaya, Subang Jaya, and Klang.

  • RM3 million allocated for integrated administration.

  • The establishment of the Selangor Metropolitan Corporation for efficient urban development.

3. Local Authority Reform (Speed Selangor Rakyat)

  • House renovation permits are approved in under 24 hours.

  • Hawker licences reduced from 30 days to 14 days.

  • Implementation across all 12 local authorities beginning June 2026.

  • Financial efficiency through SAGA and PBT i-GATE.

4. Enterprise Architecture (EA)

  • RM750,000 allocated.

  • More structured, efficient and manageable ICT systems.

  • 5. Human capital development for civil servants

  • RM1 million for high-impact training.

  • Strengthening the skills of state officers.

6. SSPA and BIPs

  • SSPA Phase 2: 8,914 state officers (with a cost implication of RM20 million).

  • BIPs: 320 Management & Professional officers (with a cost implication of RM3.36 million).

  • Recognising excellent performance and strengthening a high-performance work culture.
