SHAH ALAM, Nov 16 — The 2026 Selangor Budget focuses on strengthening the state’s economic structure through strategic investments, developing new industries, digitalisation, sustainable revenue enhancement, and establishing an entrepreneurship and employment ecosystem.
The state government emphasises the need to build an economy that is more resilient to global crises, capable of competing in high-value sectors, and which ensures the benefits of growth are felt by the people.
Below is a summary of the budget's First Pillar's initiatives:
1. Selangor International Business Summit (SIBS)
Recorded RM8.17 billion in transactions this year, the highest ever achieved by SIBS.
SIBS will be brought to other countries in the Asean region.
2. Selangor Soft Landing Programme and Selangor Lab Partnership
Soft Landing successfully brought in 13 investor companies.
Lab Partnership received participation from six companies in the life sciences sector.
3. SME–Investors Linkages
New initiative connecting local companies with foreign investors/
An allocation of RM15 million.
4. Economic Development Regions
Integrated Development Region in South Selangor (Idriss).
Sabak Bernam Development Area (Sabda).
Selangor Maritime Gateway (SMG).
5. Idriss
The state government approves 13,085 acres covering nine IDRISS special projects.
6. Sabda
Matching funds totalling RM10 million.
7. SMG
The construction of 970 affordable homes and 2,433 open-market housing units.
8. Managed Industrial Parks (MIP)
The provision of 3,710 acres of land to develop seven MIPs.
9. Speed Selangor Policy
Local authorities to establish special units to manage projects under the Speed Selangor Policy.
10. Selangor Aero Park
The provision of space for companies in the aerospace and logistics sectors.
11. Serendah-Lembah Beringin Automotive Valley
A focus on petrol, diesel, hybrid, and electric vehicles.
Chery invests RM2.2 billion to develop the Chery Smart Auto Industrial Park.
12. Rail Industry Hub
Development of the Rail Industry Hub in Hulu Selangor.
13. Malaysia Semiconductor IC Design Park 1 and 2
Collaboration between the state and Federal governments.
Second centre located in Cyberjaya.
14. Selangor Semiconductor Fund
An allocation of RM40 million in injection funding.
15. Local Content Policy
A target of 30 per cent local content involving components such as shipping, networks, and energy efficiency systems.
16. Selangor Nuclear Energy Joint Working Committee
Exploring renewable and clean energy technologies.
Allocation of RM1 million as additional incentives.
China General Nuclear (CGN) offers scholarships worth RM3.7 million to 25 Selangor students.
17. Creative Economy
An allocation of RM1 million through the Creative Economy Action Plan.
18. Halal Industry
RM200,000 allocated for innovation of the Fast Digital Verification System.
RM900,000 for entrepreneur matching and promotion through Halalfest.
19. Food Security
RM4.85 million for food supply security.
RM9.5 million to strengthen the state’s agro-based industries.
20. Water Abstraction Charges
As of October 2025, the state has received RM33.61 million, or 48 per cent, of the RM70 million target.
The Selangor Water Management Authority (Luas) will use the revenue to improve water quality.
21. Dark Fibre Masterplan
A high-speed optical substitution network system spanning 889 kilometres.
An allocation of RM1 million to develop the masterplan.
22. Trust Fund for Contributions by State GLCs/Statutory Bodies/Government Agencies
A target of RM45 million in revenue through dividends from state subsidiaries and agencies
23. Land Tax/Parcel Tax Outstanding Accounts
The development of the ABT Tracker tax system.
24. Entertainment Tax Initiatives 2026
The state government exempts entertainment tax on religious arts programmes.
A reduction of the entertainment duty by 50 per cent.
The entertainment tax is waived for theme parks for senior citizens, disabled persons, and children aged five and below.
25. PLATS Biaya Plus
The development of PLATS Biaya Plus offering RM10,000 interest-free loans to 600 PLATS entrepreneurs.
26. DANA Plus
RM5 million is allocated for DANA Plus.
27. Selangor Madani Entrepreneur Fund
An allocation of RM2 million.
Funding for the purchase of machines and equipment up to RM30,000 per individual
28. Entrepreneur Promotion
RM1 million for the promotion of Selangor-made products
29. The Selangor Career Outreach Programme (Scout)
A collaboration between academia, selected industries, and future graduates.
30. Jobcare Career Carnival
An allocation of RM1 million.
