SHAH ALAM, Nov 15 — The 2026 Selangor Budget continues to focus on the well-being of the people through various newly introduced and improved initiatives, covering health, education, housing, family, women, senior citizens, businesses, entrepreneurs, and the arts community.
The efforts tabled by Menteri Besar Dato’ Seri Amirudin Shari yesterday reflect the state government’s commitment to foster a prosperous, inclusive, and thriving state by implementing policies that deliver direct benefits to the people.
Health
The people of Selangor continue to gain access to comprehensive and free healthcare, including basic treatment assistance, critical illness protection, and community counselling support in every district.
Iltizam Selangor Sihat (ISS) programme:
Basic treatment and vaccinations up to RM500
Hospitalisation treatment up to RM10,000
Dialysis treatment up to RM10,000
Critical illness coverage up to RM5,000
Bantuan Sihat Selangor (BSS):
Treatment and minor surgery up to RM5,000
Prosthetic limb assistance up to RM5,000
Eyeglass assistance and cataract surgery up to RM1,200 per person
Free health screenings for non-communicable diseases, cancer, eye, oral, and ear conditions, as well as physical examinations
Sehat Hub counsellors are stationed in every district to provide free counselling sessions.
Family
Cash assistance, early childhood education subsidies, exit plans for aid recipients, and incentives to reduce the cost-of-living burden for low-income households are among the initiatives tabled to continue supporting families.
RM50 per month for children aged 5 and 6 through the Selangor Kindergarten Assistance Scheme (Tunas) for families earning below RM5,000
RM30 monthly subsidy for Integrated Kafa fees for households earning below RM3,000
Tabung Warisan Anak Selangor (Tawas) members receive RM1,500 upon turning 18
MamaKerja: Children under 6 receive RM100 per month
Bantuan Kehidupan Sejahtera Selangor (Bingkas) Plus: An exit plan for Bingkas recipients to help heads of households in the hardcore poor category move towards independence from financial aid
RM200 festive vouchers for families earning below RM3,000
100 per cent assessment tax rebate for homes that install solar panels, rainwater harvesting systems, EV chargers, and food waste composting systems.
Students and undergraduates
Various new programmes were announced to strengthen the education sector, including adding science subjects to the state’s free tuition programme, providing book assistance, offering internship allowances, and subsidising tuition fees for state university students.
Physics and Chemistry subjects introduced under the Selangor People’s Tuition Programme (PTRS)
Free learning of eight foreign languages under the Selangor Public Library Corporation (PPAS)
10,000 students to receive RM200 book vouchers
RM1,500 monthly allowance for internships through the new SPARK Programme
5,000 undergraduates to receive the Higher Education Incentive Award (HPIPT) worth RM1,000
4,000 Universiti Selangor (Unisel) and Universiti Islam Selangor (UIS) students to receive a 50 per cent subsidy on tuition fees
The Selangor Career Outreach (SCOUT) Programme to enhance graduate employability.
Housing
The people are guaranteed comfortable and affordable homes through the increase in new units, development of new People’s Residency Programme (PRR) projects, and providing assistance for repair works.
An additional 300 new units under the Smart Rental Scheme (Smart Sewa)
New PRR project in Dengkil
Home repair assistance worth RM35,000 and new home construction assistance worth RM85,000.
Entreprenuers
Small entrepreneurs and hawkers continue to receive support through interest-free loans, business equipment assistance, and capital support to strengthen the people’s economy.
PLATS traders are offered interest-free loans of RM10,000 for up to seven years
Low-income small traders and hawkers receive free business equipment.
Jobseekers
Job-seeking programmes are further strengthened through career fairs and certification training to help youths and graduates adapt to the current job market
The JobCare Career Carnival will continue alongside certification and skills development programmes.
Women
Women are also empowered through employment opportunities, entrepreneurship training, and digital initiatives to strengthen family economic stability.

The Usahanita Digital Programme helps women venture into e-commerce and the creative economy
Selangor Women and AI initiative to help build artificial intelligence (AI), digital technology skills, and promote female participation in high-income industries.
Senior citizens, persons with disabilities (OKU), and Orang Asli
The vulnerable groups are not forgotten, as the state government offers cash assistance, death benefits, and community development initiatives.
RM150 shopping vouchers for senior citizens (aged 60 and above) and the OKU group
RM1,000 death benefit for recipients aged 50 and above, as well as the OKU group
RM500,000 to empower the Orang Asli community.
Arts and culture
The sector continues to be invigorated through entertainment tax exemptions and the hosting of prestigious events that celebrate Selangor’s heritage and creativity.
Entertainment tax is fully exempted from January 1 to December 31, 2026
Upcoming events include a Royal Concert, Royal Classic Car Showcase, and an exhibition on the Sultan Selangor’s rule at the Sultan Alam Shah Museum.
