SHAH ALAM, Nov 27 — The state government has established a special committee to coordinate and strengthen the work practices of the 12 local authorities in Selangor.
State executive councillor for local government, tourism, and New Village development Dato' Ng Suee Lim said he will chair the Coordination and Standardisation Committee for Local Authorities Best Practices, established on April 1, alongside four researchers as members.
The committee is also focusing on 12 key areas to realise the concept of Greater Klang Valley — a metropolitan union of Petaling Jaya, Shah Alam, Subang Jaya, and Klang.
“This initiative aims to streamline the local authorities' functions, particularly in addressing bureaucratic issues. As of November, eight engagement sessions have been conducted involving state assembly members, local councillors, and stakeholders to gather constructive feedback.
“We are determined to ensure that all bureaucratic hurdles at the local authority level are resolved, especially concerning planning permission approvals, acts, and other regulations,” he said.
Speaking to the press in the State Secretariat Building's Annex Hall lobby today, Ng added that the committee's primary focus is to facilitate planning implementation and development control by the local authorities.
“This includes introducing the Speed Selangor Policy, aimed at reducing the approval period for planning permission in designated industrial areas from 3.5 months to 14 days, provided the specific criteria are met.
“In addition, under this primary focus, procedures for planning permission applications to construct industrial buildings will also be standardised under a ‘fast track’ system, with approvals issued within seven days,” he said.
“Selain itu, di bawah perkara pertama ini juga menyeragamkan prosedur permohonan kebenaran merancang yang ingin mendirikan bangunan industri secara ‘fast track’, iaitu kelulusan dikeluarkan dalam tempoh tujuh hari,” jelasnya
The Coordination and Standardisation Committee for Local Authorities Best Practices' focus includes:
- Planning and development control (emphasising the implementation of the Speed Selangor Policy).
- Establishing planning and land development guidelines.
- Fulfilling Sustainable Development Goals.
- Compliance with enforcement and legislation (Act 171, Act 172, Act 133, and the National Land Code).
- Implementing smart city, liveable city, and safe city development concepts.
- Harmonising boundary development.
- Providing standardised manuals and plans for all local authorities in Selangor.
- Creating a database to ensure consultants and contractors adhere to high work standards and maintain integrity at every project implementation stage.
- Maximising financial resources, including unclaimed funds, assessment taxes, development charges, and physical infrastructure support charges.
- Adopting digitalised licensing systems across all urban local authorities.
- Maintenance management.
- Enhancing human resource capabilities through continuous training and competency development.
